Its easy for the passenger and the driver to pick up . Lax management need to do is to add more traffic employee to speed up things. Its the same nothing change on time. It will be more slower from terminal to go to the lot and wait for the driver unlike before there is a system of uber and lyft call rematch meaning once you drop off a pax, you can pick it up at the terminal right away.
